Assessment Payments
Blooms Crossing Owner's Association assesses a fee to all homeowners commonly referred to as HOA dues. The majority of these dues are used to maintain the common property, tot lots, property management (Cardinal Management), social activities and mailings. Dues are also used for townhome street maintenance, snow removal, and trash collection. Refer to the annual budget for further allocations of the assessment payments. Assessment payments are due on the first of every quarter. Payments not received and date stamped by the 30th will be considered delinquent and homeowners will be charged a $5.00 late fee for each month that an account balance remains outstanding.
Assessment payments can be made quarterly or paid in advance. Assessments for 2010 are: $79.50 per quarter or $318.00 annually for all properties.

- Payments can be mailed with assessment coupons to Blooms Crossing Owner's Association, c/o Cardinal Management, PO Box 71209, Philadelphia, PA 19176-6209. (Correspondence should not be mailed to this address; only payments accompanied by coupons.)
